Charter School Expansion Plan Draws Pushback From Suburban District

A proposal to open a new charter school campus in a Philadelphia suburb has drawn strong pushback from the local school district, reigniting a long-running statewide debate over how charter school funding affects traditional public school budgets.

Under state law, per-student funding follows students who enroll in charter schools, a structure district officials argue creates fixed costs that don't scale down proportionally when even a modest number of students leave for a charter alternative.

"Losing forty students doesn't let us eliminate forty students' worth of costs," the district's business manager said. "We still need the same building, the same base staffing, the same buses running the same routes."

Supporters of the new charter campus, including several parent groups, argue families deserve additional options beyond their assigned district school, particularly citing dissatisfaction with class sizes at the district's current elementary schools. The charter application is under review by the state's charter school appeal board, with a decision expected within the standard statutory review period. Both sides have said they expect the outcome, whichever way it goes, to be appealed further.
