Most Pennsylvania Hospitals Still Falling Short on Price Transparency Rules

A review of hospital price transparency compliance across Pennsylvania found that a majority of hospitals are only partially meeting federal requirements to post standard charges online in a machine-readable, consumer-usable format, echoing similar compliance gaps identified nationally.
The federal rule, in place for several years, requires hospitals to publish negotiated rates with insurers alongside cash prices for common procedures, intended to let patients comparison shop for non-emergency care. Reviewers found many hospital files technically existed but were formatted in ways that made practical comparison difficult for an average consumer without technical expertise.
"Technically posting a file that nobody can actually use doesn't accomplish what the rule intended," said a health policy researcher who worked on the review.
Hospital associations note that inconsistent federal guidance on exact formatting requirements has made full compliance genuinely difficult to achieve, not merely a matter of willingness. Federal regulators have increased enforcement penalties for non-compliance in recent years, and several of the hospitals identified in the review say they are in the process of updating their published files to address the gaps identified.
