Turnpike Authority Sells $600 Million Bond Backed by Toll Revenue

The Pennsylvania Turnpike Commission sold $600 million in revenue bonds this week to fund bridge and pavement repairs along the eastern corridor, taking advantage of stable investor demand even as toll revenue growth has slowed.

Traffic volumes recovered fully from pandemic-era lows several years ago, but the commission's own projections show revenue growth cooling to just under 2 percent this year, below the pace assumed in earlier long-term financing plans. Officials say higher tolls have started to push a small share of commercial traffic onto parallel state routes.

Bond analysts who covered the sale described investor appetite as solid but more price-sensitive than in previous years. "This isn't a distressed credit by any measure," said one municipal bond analyst who reviewed the offering. "But buyers priced in the slower growth story."

Proceeds will fund repairs to fourteen bridges between Valley Forge and the Delaware River, along with a repaving project near Allentown. The commission says toll rates are not expected to change outside the previously scheduled annual adjustment.
