School District's Rooftop Solar Project Cuts Energy Costs, Funds New Positions

A central Pennsylvania school district has used savings from a rooftop solar installation completed across four school buildings to fund two additional student counselor positions, an unusually direct link between infrastructure investment and staffing that district officials are highlighting as a model for other cash-strapped districts.
The solar project, financed through a power purchase agreement requiring no upfront capital from the district, is projected to reduce annual electricity costs by roughly $180,000 once fully operational across all four buildings, savings the school board voted to dedicate specifically to student support staff rather than general fund reserves.
"We wanted the community to see a direct line between this investment and something they'd actually notice, not just a number in a budget report," the district's business manager said.
The added counselor positions will reduce the district's student-to-counselor ratio, which had climbed well above state-recommended levels amid years of tight budgets. District officials say the solar savings are contractually locked in for the twenty-year term of the power purchase agreement, giving the board multi-year budget certainty for the new positions that grant-funded staffing often lacks.
