State Grants Fund Security Upgrades at Dozens of Small District Schools

Dozens of smaller Pennsylvania school districts have received state grant funding this year to upgrade physical security, including secure entry vestibules, updated camera systems, and reinforced classroom door hardware, improvements many districts said they could not have afforded through local budgets alone.

The competitive grant program prioritizes older school buildings that predate modern security design standards, many built decades before single-point-of-entry vestibules became standard practice in new school construction.

"Our main entrance was basically just doors that opened into the main hallway," said a facilities director at one recipient district in Somerset County. "Retrofitting that properly costs real money we didn't have sitting in a maintenance budget."

Grant recipients must submit a security assessment conducted by state-approved evaluators before receiving funds, a process some smaller districts said itself required assistance since they lacked staff with relevant expertise. State officials say demand for the grant program has consistently outpaced available funding each cycle, and lawmakers have discussed but not yet approved an expansion of the program's total budget for the coming fiscal year.
